Maybe the forward planning for a rally like that isn't quite as comprehensive as it would have been for a sitting president??
I did read that there was a specified security perimeter, and that the gunman was beyond it.
That said, it was only 400ft or something..... by means of comparison, 4000+ yards is the current record for a sniper kill.

The shooter was about 150m/450 feet away. He was outside the security perimeter. That's a decent distance for someone unless they're trained to use a rifle.

There's eye witness testimony from a few people who saw him climb up on the roof with the rifle slung over his shoulder.

I don't think it was a stunt to get popularity for Trump. I do think the security services failed him.
