They should, but with any job you get your knobheads. I meet a lot of coppers through my job and 90% of them are decent but very pissed off with the way they have to work.

I'm guessing he's employed by the Police and therefore IMO has the use of the Police equipment
Its like me being employed by my company and being able to use a car, laptop, phone etc, all given to me to use to carry out my job.
