Police are now admitting that they had close to 20 officers in the hallway outside the classroom, and that they waited too long to enter it.
Hundreds of rounds were expended by the shooter in the first four minutes. The police (amid a clusterfcuk of bad information, it seems) believed that the situation had shifted from an active-shooter situation, to a barricaded suspect.
