I would imagine they need the gate receipts to pay the circuits.

Palmer owns the series and all the circuits I doubt he needs spectators to make money , TV money and entry fees must surely cover the costs not accounting for their series partners who I am sure all pay handsomely and various other sponsorship schemes .
