It's an outdoor event.... everybody and their grandmother has got to know ahead of time that it's going to be heavily dependent on the weather, yes???

they do have control of everything else though and if they have not made the necessary arrangements to be able to run the event in very wet conditions then they have not fulfilled their side of the contract and the paying customer is entitled to a refund .
There used to be extreme wets in F1 so that they could run with standing water etc on the circuit , they no longer have them ( too expensive to bring/develop on the off-chance that you get extreme weather ) .

The reason they could not race was because visibility was literally zero for cars on the track. Way to dangerous.
