It's a govt. owned company that manufactures the weapon, so not really a 'for profit' scenario, in that the money is already allocated from military expenditures via tax revenue. The money has already been spent, whether they use the weapon or not.
As to replacing it?? - I have no idea whether or not they'll do that.......one bomb out of an production run of 15 may be neither here-nor-there.

Nationalised industry, where it takes a team (engineer + driver + supervisor + Elfin Saftey occifer) to drive in a specially hired vehicle from their office in lands end to change a light bulb in John O'Groats.
These "not for profit" approaches can be very expensive indeed.
