Soldiers are acting under orders, with a whole command structure above them.... they're trained, they're under orders, there's ROE, the Geneva Convention, etc. .....it's an entirely different scenario.

A soldier does it voluntarily though, they arent enforced. My only point about that.

Not always , in many countries National Service is compulsory .
