Personally what I have seen of the Grand Tour I love! I think they have a lot more freedom now and can make the show how they want it. It's not really a factual program it's a entertainment program and if you treat it as such then I think it ticks all the boxes. I suppose Fifth Gear will be out at some point and I personally find that pretty boring because they do more facts and there's very little entertainment (enjoyment factor - which I do agree differs from person to person) in my opinion. We have so many shows now whether that be on telly, on YouTube or online TV Apps like Amazon these makers have to nail their target audience and in fairness the Grand Tour is doing that, they always felt a bit restrained in Top Gear especially when you went to see them live at their shows you could always tell they could give a little more and when they did they had to hold back a bit but in the whole scheme of things I think it was always about entertainment which they excel in, in my opinion!
