It was always a double edged sword as the soft tyre helped in qualifying but wasn't always a bonus in the race so the statement makes sense.
I think people wrongly imagined Ducati had access to another tyre choice in addition to the factory allocation but they didn't. They had 2 options that were one grade softer than the 2 options the factory were given. So if the hardest factory option was the best choice for the race Ducati didn't have access to it.
