When I moved in I had to pay a management fee as the estate hasn't been adopted by the local council.

The estate facebook group is reporting that everyone has had their first demands from the management group.

I've been in for a year so my next one is due.

I'm sure it's just a co-incidence that everyone else has had a demand :D :D :D

Yep. The council doesn't own the roads, lights, pavements, public areas etc - it's all in the hands of a management company. So that management company is entitled to make an annual demand for payment from each of the houses.
