If I had my way the bloke would be assessed as owing the full amount of the cost of repairs. Then I would say that the criminal's time is worth £20 an hour to the victim. The criminal has to work those hours to pay off the debt he owes to the victim. So if it's £3,000 to repair the car, the criminal has to work 150 hours for the victim.
