This is what bugs me, if it was accidental why did they handcuff him after he was shot?

Hmmmm....because someone already injured has nothing to lose???

Whether or not who was to blame/how much blame was apportioned to either party, etc.

Yes. Not as much as you do, ;) but yes.
Ususally when I see stories like this I instantly align myself with the police. They have an immeasurably difficult job to do under constant scrutiny and up until very recently all I have seen is people not complying with the law, acting suspiciously, resisting arrest and screaming police brutality.
So my stance was very much along the lines of don't break the law, do as you're told and you will be fine.
That doesn't seem to be the case in this instance.

That's a big "perhaps".

And everyone's an expert on Policing except the Police themselves, apparently. I wonder if the local sites are full of quizzical threads about British law enforcement???

The most you get from a British copper is slap round the head,maybe in very extreme cases a taser or pepper spray

Well what we're discussing here is pretty extreme...this is NOT normal by any stretch in the US...at least not in this part of it.

Some British Police are armed...but very few. Airport....VIP duties. etc. Me old Dad was telling me about one incident years ago when a weapon was issued to an officer guarding a foreign dignitary.

But no bullets. Figures.
