Individual states have no authority over federal law , they can still prohibit weed etc but they cannot refuse to pardon those convicted under federal law , they could retry all those convicted under federal law under state law but the cost would outweigh any benefits and I am sure there would be many legal challenges .

I'm sure it's just a coincidence that Israel actually hits military targets which look like residential buildings in one of the most densely populated places on earth.

You can call them excuses, Israel would call them reasons.
You could take just about any country on the globe, launch a huge phalanx of rockets at it, and expect a significant military response from it.
Hamas knows this...they know that if they blow the crap out of Israel it's a win for them...and if Israel responds militarily it's yet another win for them - at least in the court of world opinion. And it's clearly quite effective.
The Palestinian Authority has also spoken out in support of Hamas' initial rocket attack, which to my mind at least, is pretty much announcing it's "open season" between the two states...and they get a declaration of war by way of reply.
Additionally, Palestinian militants have also gone into Israel and taken civilian hostages, their justification being that Israel is a military society, and therefore it's citizens are not considered to be civilians.
