The NHS is in a state because it's being purposefully underfunded by a Tory government that wants to privatise it. New Labour started the process by introducing PFI and privatising services like catering, laundry etc but the Tories will finish it.

... There is a huge difference from stopping and asking if the person is alright to rolling on the floor fixing someones bike. To me biking is as much being part of a large community / friendship as much as riding.
